With windchill values dropping to -26 C, Ottawa’s shelter system is under immense pressure. CTV’s Natalie Van Rooy visits The Ottawa Mission, where CEO Peter Tilley reports that the facility is over capacity, forcing staff to place mats on the chapel floor and chairs in the waiting area for people to sleep. Tilley urges residents to call 3-1-1 if they see anyone sleeping outdoors, warning that frostbite can set in within minutes.
