A state legislator is proposing capping the speed limit on e-bikes and electric scooters on sidewalks and trails to reduce serious crashes. Sen. John Kavanagh’s bill would allow e-bikes and electric scooters to only reach 15 mph while requiring riders to slow to about 5 mph when passing people walking. As millions of e‑bikes roll into American homes, supporters argue updated rules are needed to keep everyone safe. Alexis Dominguez has more.
