A national gun buyback scheme could be funded by a one-off federal levy if some states and territories refuse to participate.
Independent Economist Saul Eslake says the federal government should “fund it in its entirety," the same way the Howard government did its buyback scheme in the aftermath of the Port Arthur massacre.
Prime Minister Anthony Albanese has set a deadline of March for states and territories to sign up and wants reforms to be legislated by July.
