EU leaders have agreed to borrow €90 billion to support Ukraine’s defence over the next two years, choosing EU-backed loans instead of directly using frozen Russian assets. The assets will remain frozen until Moscow pays war reparations, keeping pressure on Russia while ensuring continued support for Kyiv
