On December 18, 1978, China set reform and opening-up in motion at the Third Plenary Session of the 11th Communist Party of China Central Committee. Now, 47 years later, another major milestone is occurring. Hainan Province begins island-wide special customs operations, the final step in activating China’s first free trade port – the world’s largest in geographic scale – and marking a new era in China’s reform and opening-up story. Why is the move so significant for China’s opening-up drive? What changes when Hainan moves from policy design to real-world operation? And what new opportunities will the free trade port bring for China and the rest of the world?
