PROJECT ANNOUNCEMENT: Evaluation of U.S. African Development Foundation’s Drawdown Contracts and Asset Accountability

The USAID Office of Inspector General is initiating an evaluation of the U.S. African Development Foundation’s (USADF) drawdown contracts and asset accountability. In response to the February 2025 Executive Order 14217, Commencing the Reduction of the Federal Bureaucracy, USADF began the drawdown of its Washington, DC, and international offices. In some cases, USADF contracted services related to IT systems and asset management. However, the uncertainty brought on by several legal challenges over control of the Agency’s operations makes the status of these contracts and the activities implemented under them unclear.Furthermore, we have raised concerns over the Agency’s ability to safeguard assets during this time. This evaluation will review the procurement and administration of USADF’s drawdown contracts and if the Agency can account for its physical and monetary assets, both in Washington, DC, and overseas. The evaluation objectives are to assess (1) USADF’s process for awarding and administering contracts for drawdown services; (2) the extent to which USADF received the contracted services from these vendors; and (3) the extent to which USADF can account for its physical and monetary assets in Washington, DC, and overseas.
