Maricopa County Attorney Rachel Mitchell aired some grievances concerning the death penalty case regarding serial killer Cleophus Cooksey. She said she was frustrated with how it took, eight years to get the eight murder cases to trial. And questions remain about a possible ninth victim, and why that case wasn’t filed.
