Globe said the true cost of last fall’s deadly floods is far bigger than first reported and the state is appealing the feds’ rejection of providing financial help. The total bill to help homeowners and businesses is now nearing $96 million. FEMA denied the city’s request for major disaster help before the final assessment was even filed, according to the mayor.
