The U.S. government is expected to announce an indictment against former Cuban President Raúl Castro for allegedly ordering an attack that killed American civilian pilots as they tried to rescue people fleeing Cuba on rafts three decades ago.
The anticipated move comes amid increased apprehension about potential U.S. military action in Cuba, following President Donald Trump’s repeated threats against the island. USA TODAY exclusively reported in April that the Pentagon had ramped up its planning for a possible military operation.
