The U.S. Department of Justice holds a reception in Miami honoring the four "Brothers to the Rescue" Cuban exile pilots who were killed in a 1996 incident in which Cuban jets shot down the planes they were operating.

The charges against Former Cuban President Raul Castro are expected to be based on the incident, a U.S. Justice Department official told Reuters last week on the condition of anonymity.
