Footage capture from a live stream footage showed rain at Mt. Rushmore give the appearance of tears falling from the carved faces of Presidents George Washington and Thomas Jefferson ahead of plans for July 4th fireworks and a speech by Donald Trump on July 3 in South Dakota.
