A polar vortex has descended on Ottawa, bringing the coldest temperatures in three years with wind chills feeling like minus 40; more than 10,000 federal public servants received notices this week that their jobs may be affected as the government moves to eliminate 28,000 positions over four years; and OC Transpo is resorting to buying used buses and sending vehicles out of town for repairs as cancellations mount across the network.
