Travel back in time with The Great American Story to the late 18th century for a dramatic chapter during George Washington’s presidency!

While Washington was beloved, his eight years in office were far from smooth. In 1791, Treasury Secretary Alexander Hamilton pushed through the nation’s first federal tax on an American-made product: whiskey. Hamilton needed to pay off massive Revolutionary War bonds to establish U.S. credibility, but this excise tax unfairly crushed small farmers and distillers in Western Pennsylvania, who often used their whiskey as a form of currency. They viewed this as "taxation without representation" all over again, leading to years of escalating anger.

The boiling resentment erupted in the summer of 1794. Led by Deputy Attorney General David Bradford, hundreds of rebels ran roughshod over the region, intimidating citizens and officials. The violence culminated in the Battle of Bower Hill, where rebels attacked the home of tax collector John Neville. After an initial deadly skirmish, they returned the next day, forcing Neville to flee and burning his home to the ground. This outright defiance forced President Washington’s hand. In a historic first—and only time a sitting U.S. President has done so—Washington personally led a massive militia army of nearly 13,000 troops (larger than the army he led at Yorktown!) toward Pennsylvania to quell the rebellion.

The show of force worked: the rebels quickly scattered, and the anticipated bloody clash never materialized. Washington demonstrated the power and authority of the new federal government, offering a pardon to almost all rebels who signed a loyalty oath. However, he made an exception for David Bradford, who managed to escape and flee down the Ohio River.
